Russian President Vladimir Putin appealed to all the Russian people to unite in a TV video speech on March 23. 

Saying that the large-scale terrorist attack on a theatre in a Moscow suburb was very carefully planned, he announced that special measures have been taken to prevent terrorist crimes in all areas of the country and that an investigation would be conducted to probe into the details of the incident.

The perpetrators, organizers and orderers of the terrorist act shall receive due punishment and Russia will explicate everything including who is behind the terrorists and who prepared the attack on the country so as to make them pay for it, he stressed. 

Noting that Russia has become stronger while overcoming a multitude of severe and unbearable ordeals, he stated that an important thing for all the Russians is to stand in one rank and that everyone and everything will be impotent against Russia’s will, determination and bravery and the power of the united Russian people.

A total of 11 persons including the four terrorists who tried to flee to Ukraine after committing the terrorist act were reportedly arrested as of March 23 and the work is going on to find out the accomplices of the terrorists.
