WPK’s principle in state building

It is the plan of the Workers’ Party of Korea to make the ideal appearance of the regions the true looks of our Korean-style socialism by developing the provinces as splendidly as the capital becomes envious of them and by getting regional development to represent the advance and progress of our state.

Since the words “region” and “countryside” came into being, they have been the synonym for backwardness and poverty, and the huge gap in the living standards between the capital and the provinces and between urban and rural areas still remains a difficult problem to solve even in the countries with tremendous economic power.

But thanks to the Party’s principle in state building and under its energetic leadership, the projects for extensively promoting the well-being of regional people are being pressed ahead on this land and the “region and countryside” are becoming synonymous with “happiness and civilization”.

To make the capital become envious of the provinces is the state building principle of our Party.

As in the case of the principles of architectural engineering and structural mechanics, which require laying a solid foundation for the construction of skyscrapers and other high-rise buildings, the building of a civilized socialist state requires developing the provinces before the capital.

A country which fails to remove the backwardness and laggardness of the regions and rural areas is as good as a castle on the sand even if its capital and cities are flourishing. The development of the regions is just the development of the state, and the eternal prosperity of the state lies in eliminating the differences between the capital and the provinces and between urban and rural areas by building up the provinces in every way.

It is our Party's grand strategy for state building to consolidate the foundations by strengthening the regions and build higher towers on them.

Cities and counties are the strategic bases of a highly civilized and powerful socialist country.

When the independence of the regions is bolstered up in every way and proactive efforts are made to effectively exploit and use economic resources and potentials peculiar to the regions, it will serve as a powerful motive force for the overall development of the state.

When the substantial and simultaneous changes and progress of the regions are dynamically pushed forward, an era will come when the capital envies the provinces and a powerful socialist country in which both the capital and the provinces are developed will be built on this land.

The construction project of the Ragwon County Offshore Farm is now under way after the Sinpho City Offshore Farm was built, opening up bright prospects for the city to be well-off according to the intention of the Party. Dynamic efforts are also being made to construct a very large greenhouse farm and a vegetable research centre in the area of Hadan-ri of Sinuiju City and Soho-ri of Uiju County and to build the Onpho Working People's Holiday Camp as a comprehensive cultural recreation and recuperation service centre in the mountainous area. Regional inhabitants are filled with confidence in and optimism about a new happiest life as they witness the mountain-gorge town built in the Komdok area, the new beautiful villages in different parts of the country and the new structures epitomizing the urbanization, modernization and civilization of the countryside, which rose up in rows in the areas struck by natural disasters.

It requires a great deal of labour to provide the regional people with affluent and civilized living conditions and environment.

But if we delay the regional development day by day, only discussing the possibility, we will never be able to fundamentally eradicate the differences in the living standards between the capital and the provinces and between urban and rural areas.

That is why our Party made the bold crucial decision on transformative regional development and is pressing on with it without delay.
