After depriving Korea of the rights of diplomacy and home administration by fabricating the Ulsa five-point treaty and the Jongmi seven-point treaty in succession, the Japanese imperialists in July 1909 drew up an aggressive document which specified the method of fully occupying Korea and the mode of colonial rule after occupation.

In the document, they decided to dispatch more troops and military and other police forces to Korea in order to “annex Korea at an opportune time” and “build up Japan’s real ability” there.

Externally, they hatched all sorts of plots to “legalize” its occupation of Korea and internally, they schemed to realize “annexation” by brigandish means by sending aggression forces.

From May 1910 they deployed lots of aggression troops on major points to be on high alert, and surrounded the place of residence of Kojong of the Korean feudal government and Emperor Sunjong to control government officials who had frequented the royal house. They also mobilized huge aggression forces to throw a strict cordon around the country and banned all rallies. They harshly clamped down on those who violated the ban.

On August 22 1910, they cooked up an “annexation treaty” by dint of threat, blackmail and high-handedness and proclaimed it on August 29.

The “annexation treaty”, the result of heinous terrorist acts, is an illegal and fraudulent document which the Japanese imperialists unilaterally fabricated and proclaimed to the world.

The Korean and Japanese texts of the document were written by the same handwriting. The documents were actually written by a person at the Korean Residency-General, a colonial ruling machine of the Japanese imperialists. This shows that the feudal government of Korea had been unable to participate in drawing up the treaty.

The Japanese king’s royal edict made public on August 29 had the affixing of the state seal and his signature, but the Korean Emperor’s royal instruction had only the affixing of the royal seal without his signature. This also proves that Emperor Sunjong did not sign the royal instruction in opposition to the Japanese imperialists’ “annexation” of Korea.

Later, dwelling on the Japanese imperialists’ crime of depriving Korea of its sovereignty, Sunjong said that the aggressors declared at will the ratification of annexation together with traitors and that he had nothing to do with all the things.

All the facts clearly prove that the "annexation treaty" is a fraudulent document which has no elementary status as an international treaty.

With the fabrication of the "treaty", the nominal feudal Joson dynasty collapsed and Korea was reduced to a colony of the Japanese imperialists. The whole country turned into a prison without bars owing to the Japanese imperialists’ doctrine of rule that "Koreans should obey the Japanese law or die".

The Japanese imperialists turned Korea into their complete colony and enforced brutal colonial rule over it for decades, inflicting untold misfortunes and pains on the Korean people. Their crimes can never be tolerated despite the lapse of age and the shift of generations and Japan will surely have to pay for the crimes.
