Congratulatory addresses were made at the ceremonies of moving into new houses attended by officials of the Party and power organs in Kangwon Province and Hoeyang and Phangyo counties, builders and agricultural workers who would move into the houses.

At the ceremonies licences for the use of houses were handed over and oath-taking speeches were made.

As farmers began moving into the new houses amid the cheerful dance parties, the officials congratulated them and shared joy with them.
