Report on Cabinet’s work submitted to First Session of 15th SPA of DPRK
March 24, 2026Pak Thae Song, premier of the Cabinet, made a report on the work of the Cabinet at the First Session of the 15th Supreme People’s Assembly of the DPRK.
The reporter referred to the successes and shortcomings, made and revealed in the economic work of the country over the past five years, and called for thoroughly implementing the five-year plan for national economic development set forth by the Ninth Congress of the Workers’ Party of Korea.
The report noted the great successes, achieved in the historic course of remarkably increasing the state’s internal strength, are that the foundations of the self-supporting economy have been firmly consolidated and the overall economy of the country has been put on a steady upward track.
During the period of the five-year plan, the plans for electric power, rolling steel, coal, electrolytic copper, electrolytic zinc and cloth production, housing construction and railway freight transport were successfully carried out among the major indices advanced by the Eighth Congress of the WPK. In the major industrial sectors, the production of Juche iron increased 3.2 times, nitrogen fertilizer 1.5 times, nonferrous metals 1.9 times, cement 1.4 times and fishery 1.9 times, as compared with the year 2020. The increased production in major indices as a whole clearly demonstrated the development of the national economy.
The reporter stressed that the successes made in the period are a precious fruition of the devoted efforts of the people and service personnel.
The Cabinet will carry out in a responsible manner the work of thoroughly implementing the five-year plan for national economic development to consolidate the economic muscle of the country as required by the comprehensive development, the report said, and went on:
The metallurgical industry sector will make the existing foundations for Juche-based iron production prove effective, increase the quality of steel, install more processes for producing various kinds of rolled steel, and take measures to ensure the supply of raw materials and fuel.
The chemical industry sector will direct efforts to giving fullest play to the existing production capacity, while pushing ahead with the work to complete the project for establishing C1 chemical industry and build up a new sectoral structure so as to attain the production goals of the sector without fail.
The Cabinet will take strong measures to supply manpower and materials to the electric power industry sector, put the electricity production and management on a scientific basis and make effective use of the produced electricity.
It will guide the coal industry sector to secure prospective deposits, give priority to the supply of equipment and materials and step up the in-depth development of major coal mines, the construction of gravity-fed drain pits, new coal mines and new pits, while taking other state measures to increase coal production.
It will ensure that the machine-building industry sector modernize the production lines of major factories at a higher level and actively promote the development of various kinds of high-performance mining equipment and farm machines suited to our actual conditions.
It will take measures for the mining industry sector to increase the production of nonferrous metals and put the production on a normal footing at mines, smelteries and factories.
The forestry sector will make efforts to keep balance between timber production and afforestation and consolidate the material and technical foundations so as to produce timber and wood products sufficiently.
The rail transport sector will improve the organization and control of transportation, promote the security of railways and increase the capacity of railway freight transport.
The Cabinet will accelerate the modernization of the land and maritime transport sector, make proactive efforts to increase the transport capacity and expand the truck-based transport capacity.
It will make the construction sector push ahead with the capital city construction, build dwelling houses in rural and urban areas and coal mining villages, complete the industrial and land improvement projects of national significance and take strong measures to build up the construction guidance force and thoroughly ensure the quality and safety of structures.
The building-materials industry will readjust and reinforce the production lines at cement factories and apply sci-tech successes to increase cement output and realize domestic production of various finishing building materials and increase their varieties, and the design sector will pioneer a new level in architectural creation by designing all structures to be multi-functional, multi-purpose and practical ones.
The Cabinet will help the information industry sector step up the modernization of broadcasting and postal communication and the work for putting state business on an informatized basis and undertake the work for studying, developing and introducing integrated control systems and integrated production systems at a high level in conformity with the specific conditions of all sectors and units of the national economy.
It will press ahead with the efforts to decisively resolve the energy problem, including the creation of natural energy-based power generation capacity in regions with favourable conditions.
It will continuously conduct the vigorous forest restoration and transformation campaign to turn all the mountains of the country into “gold” and “treasure” mountains, and make sure that the tasks facing the field of land and environment protection are carried out in a responsible manner.
It will take measures to improve urban management.
In the disaster prevention sector, it will establish the state’s unified crisis control system, ranging from the prevention of disasters to the response to any disaster and the recovery, in a more well-regulated way and make sustained efforts to increase the ability to cope with crisis. It will also put the hydro-meteorological work on a modern basis to ensure the scientific accuracy and promptness of weather forecast. The state anti-epidemic capability will be enhanced to make full preparations for actively coping with any public health crisis.
The Cabinet will direct uninterrupted efforts to building tourist resorts and exploiting tourist resources and proactively conduct external economic activities.
It will concentrate all efforts on farming to decisively solve the food problem for the people.
The livestock farming and fruit farming sectors will attain the production goals for meat, eggs, milk and fruit tree saplings, and large-scale greenhouse farms will introduce advanced vegetable cultivation technologies and take measures to supply farm materials so as to produce more than 300 tons of vegetables per hectare.
The fishing sector will attain the goal of seafood production.
The light industry sector will increase the production of consumer goods with the main stress put on improving quality and developing new products, and build its new foundations.
The newly-built regional-industry factories will build up their raw materials bases and train technicians and skilled workers in a far-sighted way so as to put production on a normal footing and turn out various kinds of high-quality goods.
The Cabinet will strive to actively preserve the nature of socialist commerce in commercial service activities and steadily improve the work of the public service sector and the external service sector.
It will vigorously propel the projects for transforming the capital city of Pyongyang into a magnificent one with features of a world-class city and powerfully push ahead with the work for ushering in a new era of regional transformation.
The science and technology sector will focus on enhancing the independence and modernization level of the national economy and solving the urgent technical problems arising in improving the material and cultural life of the people and promote the development of core and future-oriented cutting-edge technologies.
The education sector will train all students into talents competent enough to contribute to the revolutionary practices, narrow the gap in the educational level between urban and rural areas and modernize the country’s educational foundation in a comprehensive way. The public health sector will rapidly introduce the successes gained in the healthcare revolution started in 2025 to the whole public health sector.
The reporter said that though the tasks facing the DPRK are very huge, its victory is assured as the Party, people and socialism are united by the same destiny and there are millions of Party members and tens of millions of people upholding the leadership of the Workers’ Party of Korea with one mind.
