He guided thousands of layouts for the project.

He also gave detailed instructions on constructing office buildings in the style of high-rise general building and large-sized and high-rise hotels, on additionally deploying service buildings such as a cinema and electronic recreation hall to ensure harmony of high and low buildings and connecting buildings at their platforms so as to create unique street formation, and on building general parking lots, renovating the Kalma Railway Station, landscaping and the issue of public transport.

In July 2024, he inspected the construction site where the tourist resort for the people was taking form day by day and said it was an event to be celebrated by all that a modern coastal tourist resort that we can be proud of in the eyes of the world was built in the country, adding it was a great treasure of the country. He affirmed that when the marine park of national value was built in Myongsasimni, a scenic spot on the eastern coast, it would boost its attractive prestige as the pride of Wonsan and the 4-kilometre tide of people, indicating the orientation and ways for completing the project on the world level.

The Korean people and service personnel worked miracles and innovations in succession by their concerted efforts to wonderfully build the entity of the efflorescence of socialist civilization on the Kalma peninsula, thus demonstrating the inexhaustible potentiality of development peculiar to the DPRK.

Foreign media outlets and bloggers extolled the Wonsan Kalma Coastal Tourist Area, saying that it is far better than the coastal tourist resorts Western countries are bragging about and that the DPRK will develop in all aspects and the tourist area is an epitome of its future.

The international community was surprised to see the DPRK build the tourist area as an “attractive destination” and “world-level beach resort” by dint of self-reliance and self-development under the worst circumstances, and commented that the DPRK demonstrated its unlimited potential to revitalize tourism and it will emerge as a world’s leading tourist country in the future.
