There were many treaties concluded between countries in history. Among them are “treaties” which were fabricated by force in disregard of the basic principles recognized by international law.

The “Jongmi Seven-point Treaty” cooked up by the Japanese imperialists in 1907 was merely a fabrication completely devoid of legality and legal validity.

In view of international law, a treaty that stipulates an important problem like the transfer of the right of home administration of a country must be discussed and signed after receiving a commission of full power from the head of the relevant country.

However, the “Jongmi Seven-point Treaty” was not approved, signed or sealed by the emperor, the sovereign of the feudal Joson dynasty. The signatories of the treaty were resident-general Ito Hirobumi, the Japanese governor of Korea, from the Japanese side and traitor Ri Wan Yong from the side of the Korean feudal government. But both of them did not receive a commission of full power from heads of state.

The treaty was all the more invalid as it was fabricated between the Korean feudal government, which had no authority to conclude any treaty as it had been deprived of its diplomatic rights by Japan through the “Ulsa Five-point Treaty” (November 17 1905), and the resident-general who had no qualifications to sign the treaty.

Therefore, it was not a “treaty” concluded by both sides of Korea and Japan but Japan’s unilateral fabrication.

The Japanese imperialists, under the pretext of this false document, totally deprived the Korean feudal government of its home administration rights from jurisdiction, legislation and administration to appointment of officials, and mobilized all their power to totally annex the territory of Korea in 1910.

During their decades-long military occupation of Korea, the Japanese imperialists cooked up various draconian laws including the “law on national mobilization” and abducted more than 8.4 million Korean young and middle-aged people by force and sent them to battlefields for aggression and sites of backbreaking slave labour, and massacred more than one million Koreans. The number of Korean women who were forced into sexual slavery by the Japanese imperialists amounted to 200 000. Under such deceptive slogans as “Japanese and Koreans are of the same descent” and “Korea and Japan are one”, they tried to deprive the Koreans of their language, spoken and written, as well as their names, and destroyed and plundered precious cultural assets and rich natural resources of Korea at random.

The seizure of the sovereign rights and all kinds of unethical crimes committed by Japan in the past can by no means be justified.

The Korean people never forget Japan’s past crimes and will surely force it to pay dearly for them.
