To Lam, general secretary of the Central Committee of the Communist Party of Vietnam, called for intensifying the training of cadres and the promotion of talents in his speech at a meeting for studying and implementing the party decisions on October 16. 

He mentioned the need to display a deep sense of responsibility in the promotion and prevent the sale of offices.

Calling for translating the party decisions into practical and development-oriented successes, he urged the relevant sectors to clearly specify their responsibilities, examine the performance abilities and responsibilities of the officials when the speed of implementation of the decisions decreases despite the removal of the institutional and restrictive obstacles, and replace the officials failing to meet the requirements of their duties before a breach of discipline is committed.

He also underlined the need to further intensify the supervision over the abuse of power, place the blame on the offenders more strictly and involve a larger number of people in the implementation of policies and the supervision of the party building.
