The Ninth Congress of the Workers' Party of Korea stressed the need to make more courageous efforts for implementing the regional development policy so as to build without fail new factories, hospitals and leisure complexes in 20 cities and counties every year from this year.

Accordingly, the construction projects for the regional development policy are being pushed ahead in different parts of the country.

In construction, importance is being attached to realizing optimization so as to maximize economic profitability and constantly boosting functional and architectural aesthetic aspects and the qualitative level.

While the exterior of a building should be nice, its interior should be serviceable, convenient and impeccable in terms of architectural aesthetics so that it can perfectly perform its mission and functions.

Accordingly, different parts of the country have fixed the area of structures in full consideration of the links between production and consumption and the capacity and are ensuring optimization in construction in conformity with their functions and uses. They are also directing great efforts to constantly making innovations in space arrangement, using various methods of architectural formation and steadily improving the quality of construction.

In construction, importance is also placed on preserving the regional characteristics and forming industrial zones by concentrating new regional factories in the areas favourable for production activities and environmental protection.

In line with the different conditions and environments, including population and climate, the regions are laying out structures in harmony with the surrounding environment and ensuring reciprocity and connectivity in keeping with natural undulations.

Ragwonpho, where an advanced offshore farm and an ideal modern fishing village sprang up, is being turned into an industrial zone with the construction of new factories and a greenhouse farm. When the industrial zone is established there, various kinds of industrial products, seafood and fresh vegetables will be produced, thus making a substantial contribution to the distinctive development of the regional economy and the improvement of the standards of material life of the locals.

Other parts of the country have also properly selected the sites for the construction projects for the regional development policy in the areas favourable for the formation of industrial zones as well as for production activities and environmental protection and are building infrastructures necessary for the formation of industrial zones in a qualitative way on the principle of optimization.

They are pressing ahead with construction projects in their efforts to implement the Party’s regional development policy perfectly without fail.
